Romanian Government Scholarships for Foreign Students 2022-2023 offers scholarship for the academic year 2022/2023, the Romanian government, through the Ministry of Foreign Affairs, is offering scholarships to foreign citizens to study for undergraduate, master’s, and doctoral degrees.
Each year, the Romanian government offers a number of scholarships to nationals of non-EU countries through the Ministry of Foreign Affairs. Only candidates with good educational results, i.e. an average of the study years for the last graduated school of at least 7 (seven) matching to the Romanian scoring system or the “Good” score, are eligible.
Based on H.G. 288/1993, the Romanian state offers foreign citizens scholarships through the Ministry of Foreign Affairs. The scholarships are available for undergraduate and postgraduate study to foreign citizens from countries that are not members of the European Union. About Romanian Government Scholarships for Foreign Students 2022-2023
Romanian Government Scholarships are available through the MFA and are offered by the Romanian State to foreign citizens. Scholarships are available in Romania for undergraduate, master’s, and doctoral degrees. This Fully Funded Scholarship is open to applicants who are not citizens of the European Union. You will also get a monthly stipend from the Ministry of Foreign Affairs.
To apply for this Romania Scholarship Program, there is no application fee. Applicants from all academic backgrounds are eligible to apply for Bachelor’s, Graduate, and Ph.D. scholarships in Romania. Undergraduate students will finish their degree in 3-6 years, master’s students in 1.5 years, and Ph.D. students in 3 years. The duration of a degree is 3-4 years, depending on the course length.
Romania is Europe’s 12th largest country and the EU’s 7th most populous member state.
Scholarships are available at three different levels of study:
for the first cycle (licenta): This plan is for graduates of high schools or equivalent pre-university systems, as well as those who need the equivalent of partial studies and wish to continue their studies in Romania. The entire university cycle lasts 3 to 6 years, depending on the specific requirements of the chosen faculty, and culminates in a final test (licenta).
for the master’s cycle: This program is designed for university/postgraduate graduates and lasts 1.5 to 2 years, culminating in a dissertation.
This scheme is for graduates of university/postgraduate studies (i.e. master’s) in the third cycle (doctorate); it lasts 3-4 years.

Romanian Government Scholarships for Foreign Students 2022-2023 Benefits
The scholarship, which includes the preparatory year if available, consists of the following:
Obtaining funding for tuition costs;
Financing dormitory expenses through the Ministry of Education and Research’s budget, up to the amount of the subsidy allotted for this purpose (accommodation will be provided to the extent of available seats);
Providing a monthly stipend as follows: undergraduate students receive the equivalent in lei of 65 EURO; master and specialty students receive the equivalent in lei of 75 EURO; PhD students receive the equivalent in lei of 85 EURO.

Non-EU citizens are eligible to apply for the scholarships. To be considered for a scholarship, the candidate must meet the following requirements:

Scholarship Eligibility
Citizens of non-EU nations (regardless of where they live) are able to apply. Citizens from non-EU countries with which Romania does not have cultural and educational cooperation agreements are given priority.
Scholarship Application Procedure
Only the Study in Romania platform can be used to submit a scholarship application. Candidates can go to https://studyinromania.gov.ro and click on the Apply for MFA Scholarships button, or they can go straight to https://scholarships.studyinromania.gov.ro. It is possible to use the platform in English.
REJECTED: Applications sent directly to the Ministry of Foreign Affairs or the Ministry of Education’s registry offices, or to the e-mail addresses of MFA employees / departments at the MFA Headquarters, or to Romanian diplomatic missions or foreign diplomatic missions accredited in Bucharest, will not be considered.
Candidates may submit application files in electronic or physical format (ideally in electronic format) through the diplomatic mission of the state of citizenship accredited in the United States as an exception.
